The state league holds a biennial Convention meeting in which a board and trustees are elected, a budget set, a program set, and the transaction of any other business as may come before it.
A meeting of the Council shall also be held biennially by the state league approximately twelve months after each convention in which guidance to the state board may be given on program and methods of work, as well as any further business that may presented by the state board.
